oic gen3 upgrade base rest url auto re-submit

Summary:
After upgrading to gen3 from gen2, one of our integrations no longer works. The integration identifies failed instances from the OIC system and attempts to re-submit them automatically. The failing endpoint in the integration uses a REST adapter. The integration worked fine in gen2 but no longer works after upgrading to gen3.
