Authorizations in OCI App Gateway not working

Summary:

We have been doing some testing of/with the OCI App Gateway, but we are not able to get authorizations/SSO configuration working.

We have been working with OCI App Gateway, where we have the App Gateway deployed via the OVA, on a VirtualBox VM.

We have have been able to get the configuration working with an Enterprise App (pointing to a web app on a Tomcat instance), and authentication works, but we are not able to get authorization to work, i.e, we create resources in an SSO configuration, but cannot get the App Gateway to protect (i.e., block/deny access) to a resource.
