Oracle Linux - Leapp Pre-Upgrade Fails Due to Unsupported OS Version

Symptom:
The leap upgrade command #sudo leapp preupgrade --oci for Oracle Linux 7 to Oracle Linux 8 reports the following risk in /var/log/leapp/leapp-report.txt :

Risk Factor: high (inhibitor)
Title: The installed OS version is not supported for the in-place upgrade to the target OL version
Summary: The supported OS releases for the upgrade process:
OL 7.9

Cause:
The system is running Oracle Linux 7.8, but Leapp only supports upgrades from OL 7.9 to OL 8

Solution:
As part of the pre-requisite for upgrading, the system must be up-to-date (Latest updates up to December of 2024) to ensure that any required package or dependency is properly installed.
