OSMH: OL7 Job Update Process Fails with Error “package ksplice-tools is not installed”

SYMPTOMS:

Oracle Linux 7 instance with OSMH service working as expected shows the following error on the Job:

ERROR: package ksplice-tools is not installed. Please attach ksplice software source
