Employee not able to view attestation in Time card

Summary:

I want to use Attestation for current business requirement, if any employee works more than scheduled hours he need to send note to the manager daily in Time card.

I have created the Questionaries and used Advanced time category rule and assigned it to Time Category.

created Time Attestation set and used the Time category and assigned it to Worker Time Entry profile.

From Managers,admin view i can see Attestation option under more actions of Team time cards.
But,i am getting a message as below.

To submit the attestation employee should answer the questions,to do that employee should have attestation to view and submit.
