Restriction of email delivery is also restricting Notifications

Summary:
We have email delivery of reports restricted, both BI and OTBI. We know we could restrict BI reports to be sent to just work emails, but not OTBI, so all report emailing is restricted to just our Admin roles. However, this is also restricting the ability of users to get notifications of BI report completion. On the Notification tab, there is a note saying "No servers found. You need at least one email or HTTP server for the notification." It appears the email delivery restricting is tied to the server, and blocks the notification ability as well. Does anyone know a way around this?

Can you please share how did the email restrictions been configured and are you using Fusion cloud SaaS tools like OTBI & BIP?
