The difference is that the support for Oracle software on Windows often is OK by default as since a certain version of Windows (and Windows server), the server and the user/home/amateur Windows is actually the same Operating System.
Just like Oracle Linux is a server and a client OS at the same, so is any modern Windows. I guess after Windows NT.
Games on Windows however, have requirements that are far beyond just the Windows versions itself. That is why most old games don't work, and you need a piece of simulation software to overcome that difference. What makes it not work is the graphical mode which is used (like OpenGL, DirectX and such), or software like Visual C++ and such.
Oracle however has less requirements for Windows software (at least for Oracle databases that is), and you can run things on Windows clients you can't imagine. I ran an old eBS version (if you know what that is) on an old Windows client, no issue at all. In fact, it ran surprisingly smooth for a machine that was meant to read my emails and browse the internet.
